Built by Practitioners.
Built for Contractors.
Compliance Cavalry was founded on a simple belief: defense contractors deserve honest, structured compliance guidance — without conflicts of interest, surprise invoices, or dependency traps.
Who We Are
The People Behind the Mission
Two practitioners with deep roots in Kitsap County, the defense industrial base, and the MSP world — who got tired of watching contractors struggle through compliance without the right guide.
Steve is a native Kitsap County resident and honorably discharged disabled veteran who served ten years in the U.S. Army as a Cavalry Scout — the very identity that gives the Team Cavalry family its name. After separating from service in 1998, he used his disability separation check to earn a Microsoft certification and built a technology career from the ground up.
In 2013, Steve founded Help Desk Cavalry, growing it into a regional MSP with over 30 employees and 150 clients across Kitsap County and beyond. Recognizing the conflict of interest that arises when a single firm handles both IT operations and compliance, he structured the Cavalry ecosystem to keep those disciplines cleanly separated. Compliance Cavalry is that separation made real.
Steve also saw firsthand how little awareness existed about CMMC requirements across the Pacific Northwest defense industrial base. In 2024 he launched the CMMC-PNW conference — an annual, vendor-neutral event dedicated to educating regional DIB contractors on what's coming, what's required, and how to get ready. He continues to run it today.
David brings over 25 years of IT and cybersecurity leadership to Compliance Cavalry. He spent more than a decade as Director of IT at AzimaDLI (later Symphony Azima AI) in Poulsbo — a company with deep ties to industrial and defense applications — before moving into MSP security operations and CMMC compliance program development.
Since 2020, David has led compliance strategy across multiple CMMC clients, built enterprise compliance programs from the ground up, and served as primary liaison to C3PAO assessors during formal assessments — including engagements that achieved perfect 110-point scores. He holds the full Cyber-AB practitioner credential stack: Registered Practitioner, Certified CMMC Professional, and Certified CMMC Assessor.
The Broader Picture
What Is Team Cavalry?
Four Entities. One Ecosystem. No Forced Bundling.
Team Cavalry is the name Steve Treanor gave to a family of independently scoped businesses, each built around a specific discipline that defense contractors and small businesses need — and each structured so that no single entity creates a conflict of interest for another.
The cavalry metaphor isn't just a brand device. It reflects how this team operates: scouting ahead, identifying threats before they become problems, and riding in with the right expertise at the right moment. Each entity can be engaged independently, on its own terms, for exactly what you need — nothing more.
Compliance Cavalry is the compliance and GRC arm of that family. When clients need managed IT, they engage Help Desk Cavalry. When they need a secure CUI environment, they engage Security Cavalry. When they need free CMMC education, CMMC-PNW is there. The disciplines stay clean.

CMMC consulting, GRC tooling, and gap assessment for Level 1 and Level 2.

Managed IT services for operational IT foundation and day-to-day support.

Cavalry Enclave™ (GCC/GCC High) and Cavalry Scout™ for CUI environments.

Free regional CMMC education and annual conference. Vendor-neutral.
